Position Title: Assistant Planner

Location: Coyote Canyon Chapter

PURPOSE:

To assist in land use planning by evaluating development strategies, navigating regulatory approvals, and conducting comprehensive analyses to ensure land use aligns with community needs and provide support to the Coyote Canyon Chapter Community Land Use Committee (CLUPC) in developing the Chapter’s Land Use Plan. (CLUP). Also to assist in other tasks as assigned by the Community Services Coordinator.

 

TASKS:

  • Clarifies and interprets the planning and research activities regarding the CLUP.
  • Applies specialized knowledge and socioeconomic data to update the Chapter’s Land Use Plan.
  • Interacts with the residents of the chapter in applying planning requirements regulations to project plans, and requests for changes or variances.
  • Attend public meetings related to Chapter projects and land use planning.
  • Coordinate community review of Chapter projects and land use planning.
  • Evaluates or assists in the evaluation of site plans, special use permits, variances, and other proposals.
  • Develop and prepare materials for a community assessment.
  • Perform a cost-benefit analysis on existing projects and new projects.
  • Prepares and presents detailed reports on development proposals to the chapter electorate and Navajo Nation government entities.
  • Develop and/or refine the scopes of work for Chapter projects that are in the planning and pre­ procurement phase.
  • Identify pre-procurement activities to be completed on proposed building and/or land improvement projects.
  • Resolves or assists in resolving project challenges or mitigation.
  • Assist with other related tasks as assigned by the Community Services Coordinator.

     

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

  • Knowledge of planning concepts, principles, techniques and practices of community planning.
  • Knowledge of the implication of economic, population and sociological trends on community planning.
  • Knowledge of the social, economic and political makeup of the Navajo Nation.
  • Knowledge of planning elements involving geographical studies, political science, engineering, architecture, public administration, statistical methods.
  • Knowledge of data gathering and research techniques.
  • Skill in computer literacy.
  • Skill in graphic instructions such as blueprints, layouts, base maps, survey plats, electrical diagrams, or other visual aids.
  • Skill in comprehending and making inferences from written materials such as census data, surveys, previously done studies, or government document reports.
  • Skill to establish and maintain effective working relationships with the Community Service Coordinator; Account Maintenance Specialist, Chapter Officials, Council Delegate, Legislative District Assistants, and other Navajo Tribal Programs.
  • Skill in technical writing to develop and draft communications and guides.
  • Ability to communicate in both the Navajo and English Languages.

     

    MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Community Planning, Architecture, Engineering, Sociology, Geography, Economics, Political Science, or a closely related field;

    OR an equivalent combination of education and relevant experience.

     

    SPECIAL REQUIREMENT:

  • Must possess a valid state driver’s license

     

    PREFERENCE:

  • Proficiency in Microsoft Office software: Word, Excel, Powerpoint, or other similar computer programs.
  • Worked with New Mexico Capital Outlay grants and or possesses familiarity with the New Mexico Capital Outlay process.
  • Worked with Navajo Nation internal funds (intended example Sihasin, FRF, RRR) or Chapter funding.
  • Worked with the Navajo Nation General Land Development Department or possesses familiarity with the Navajo Nation Land Withdrawal process.
  • Worked with the Navajo Nation Fish & Wildlife office or possesses familiarity with the Navajo Nation process for a biological assessment.
  • Worked with the Navajo Nation Heritage & Historic Preservation office or possesses familiarity with the Navajo Nation process for an archeological survey.
